Charter for the National English Army

This Charter is to formalize the creation of a National English Army (NEA). This document will take effect after having been approved by the House of Parliament.

The NEA will be run by the Earl Marshal of England who will abide by this charter, follow orders from the Regent or King of England, and the advice and guidance of the NEA Military Council.

During peace time the NEA is charged with the protection of the people of England, this includes but is not limited to developing plans, organizational structure and rules needed for it to effectively coordinate joint operations with county and private militias; provide assistance to county militias when requested; and prepare itself to defend England when needed.

When a state of war or other national emergency has been decreed by Parliament the NEA shall, upon receiving orders from the Regent, develop and implement a plan to follow out those orders to the best of its ability.

The NEA will be lead by a War Council and a Military Council.

The War Council shall include the Regent, the Earl Marshal and those currently assigned as Field Marshals.

The War Council will be the central command unit during a war or other national emergency.

The Military Council shall include the following:
1 Regent
1 Earl Marshal
X Dukes
X Captains
X other county representatives, with each county council selecting one
X representatives from NEA
X representatives from private militias

The representatives from private militias will be X total, not X per private militia. X is equal to the number of official counties in England. Allocation of private militia representation will be established by the Military Council.

The Military Council will be the main governing group of the NEA except during times of war or national emergency.

The Lord/Lady High Chancellor of England shall be a non-voting member of both the War Council and the Military Council.

The NEA will establish rules and procedures for its operations. These rules must be approved by the Military Council.

Any changes to this Charter, after having been approve by the Military Council, must then be approved by Parliament.
